These 1964 CIA message forms cite a source comment that Oswald stayed at the Torni Hotel in Helsinki from 10 to 11 October 1959, as part of the Agency's effort to reconstruct his journey to the Soviet Union through Finland.
When Oswald arrived at the Torni Hotel and which nondirect flights reached Finland from London on that date — to test whether he could have taken a previously described flight.
Action responsibility was transferred from the Western Hemisphere Division to the Soviet Russia Division, coordinated by officers J. Whitten and S. Duncan.
