Wigren was a CIA Soviet Russia Division counterintelligence officer who also authored the Agency's 1964 memorandum reconstructing Lee Harvey Oswald's Helsinki travel, elsewhere in this archive.
It asked a European station to find out the minimum time required to obtain a Soviet tourist visa, using a cover story about a vacation in Austria with a possible short stopover in Moscow.
