Shep Per our telecon I Dec, none of the documents in the attached file are classified perse, because they contain no indication that Kail or his Army: cover unit were associated with the Agency. Moreover, the cover unit was dissolved in 1968. However, Kail, like many other military personnel assigned to the Agency then and since, was on covert ¡detail at the time (apparently 1962- 66), and this fact should be pro- tected because of our cover arrange- ments with the Military. Frequently Asked Questions
Dated 4 December 1978, it is a CIA routing and record sheet on the House Select Committee on Assassinations' request for records on Lt. Col. G. Kail, U.S. Army — an undated DOJ/INS form and a January 1962 Army travel order.
Although the documents were unclassified, the CIA recommended confidential handling to protect the fact that Kail had been on covert detail with the Agency (apparently 1962–66) and to preserve cover arrangements with the military.
