CD-971 is a Warren Commission record that the CIA decided to keep out of the public domain. This signed 26 November 1968 letter from senior CIA official Richard Helms documents that decision.
Helms explains that the Agency's August 1968 inquiry had been made in anticipation of further pressure to release Warren Commission papers, but that such pressure had not materialized, so there was no present intention to release CD-971. Should the question arise again, he wrote, the points his correspondent raised provided every reason to keep it out of the public domain.
It was written by Richard Helms, replying to a correspondent addressed as 'Charles,' and distributed to senior Agency components under file 201-289248.
