CIA Investigation into Lee Harvey Oswald in Tangier (1964)

Hence pls expedite investigation leads given below. 2. Reverend Carl Ray Jackson (U.S. citizen) and his wife Ann were Trans-World Radio missionaries Tangier Aug 55 to May 64. They very recently advised Odenvy of persons who allegedly knew Oswald in Tangier. Also, 15 year old daughter Shirley Rae claims she saw Oswald photo and recognized him as man she may have seen or met Tangier possibly at beatnik hangout near post office or vicinity Lycee Regnault. Jacksons did not say when Oswald supposedly in Morocco. 3. Odenvy requested KUBARK investigate and furnished following info 201-289248 from Jacksons re persons who allegedly knew Oswald: A. Jacksons neighbor was one Mrs. Ellen Buckingham, DOB ca 1911. She lived at Old Mountain Road and associated with beatnik elements Tangier. She is wife of wealthy Chicago man Winthrop Buckingham. According to Jacksons, she told Dr. George Walter Fraser Anderson that she knew Oswald in Tangier and that a man and wife who lived with the Buckinghams had been friendly with Oswald. She described this married couple as a Hindu man with a Russian wife who had daughter named Tamara. Mrs. Buckingham also told Dr. Anderson that she knew Oswald when he in Tangier, was shocked to hear he assassin and referred to him as "Dear Lee" and "Tangier beatnik." B. Mrs. Jackson says identity of Hindu Russian couple is known to Dr. William Campbell of North African Mission, English Hospital, Tangier. C. Reverend Jackson also said that in early December 1963 he contacted a radio shop for repairs of radio equipment. Repair shop on Rue Goya owned by Paul Gill, Englishman DOB ca 1929, electronics expert, alleged smuggler. Generally known that some time ago Gills boat confiscated in Portugal for smuggling activity. Gill told Jackson he heard Oswald had been in Tangier making films in the countryside for Cuba. Jackson pressed for details but Gill changed subject. 4. All other inquiries and investigation of assassination to date produced no info Oswald ever in or near Africa. 5. Name checks here negative except probable hit on Dr. Fraser W. Anderson who reportedly informant of Morocco per IMR-43 Nov 1956. Pls forward bio data on Buckinghams and Gill as available in ODYOKE files. This not priority unless pertains to Oswald case. 6. Willceroth knows most of dramatis personae and comments as follows: Jackson is well meaning with probably no axe to grind and probably related hearsay honestly. Ellen Buckingham is kind generous but highly imaginative to point of mysticism. Not known to frequent beatnik milieu but certainly possible. Hindu with Russian wife is probably Kamalakar (phonetic). This bizarre couple made splash Tangier society early 1962 by holding weekly seances of rather mystical philosophical nature. At that time were flat broke and lived in own apt on money and food given by admirers and friends. 7. We have no indication Odenvy passed info paras 2 and 3 to ODACID but are checking and will advise. 8. Request Sabetay handle local investigation along following lines: A. Advise if any existing info confirms or contradicts statements in Jackson report. B. Check all available ODYOKE records and query ODACID personnel Tangier who may have info and RIEKTRA/1. C. Determine whether SCIMITAR has any record of Oswald, particularly entry exit Morocco. 9. Pls cable results initial actions by COB 17 June and try complete full investigation by 22 June. D. Contact and raise pertinent questions with British at your discretion in view Anderson and Gill nationality and due Gill importance in Jacksons story.
