Senator Edward Kennedy asked the CIA about its progress, in coordination with the Justice Department, on identifying and notifying individuals who may have been unwitting subjects of MKUltra drug testing.
It concluded the government had a non-statutory obligation to notify people whose health may have been adversely affected by the drug tests, while leaving open a policy judgment on notifying others with no apparent harm.
