The source, described as an employee of Cuba's JUCEPLAN planning board and one of Che Guevara's advisers, claimed to have good personal rapport with both Guevara and Cuban planning minister Regino Boti.
It was released by J.C. King, chief of the CIA's Western Hemisphere Division, the same officer who signed several other Mexico City station cables from this period in the archive.
